Be it resolved that the National Council of State Child Support Enforcement Administrators (NCSCSEA) supports the removal of any restrictions on the use Of Social Security Numbers for the purpose of child support enforcement. NCSCSEA urges Congress and the Administration to take all steps necessary to pass any-needed technical amendments to allow the IV-D Program to carry out the requirements of PRWORA while maintaining confidentiality requirements.
State IV-D programs depend on the use of Social Security Numbers as a key identifier in location and payment tracking.
However, many states are having problems securing legislation mandating the use of Social Security Numbers on applications as required by PRWORA (now in Sec. 466(a)13(A - C)).
Many state legislatures, other public agencies, and many members of the public are expressing grave concerns about confidentiality issues surrounding the use of Social Security Numbers in this manner.
NCSCSEA believes that one of the primary causes of this inability to secure legislation is the lack of a clear federal statutory authority to utilize the Social Security Number in the manner prescribed in Title IV-D.
