RESOLUTION

NATIONAL COUNCIL OF STATE CHILD SUPPORT ENFORCEMENT ADMINISTRATORS

February 12, 1996

WHEREAS the National Council of State Child Support Administrators in 1994-95 adopted a public relations and media strategy called "PUT CHILDREN FIRST',; and

WHERFAS this initiative developed a message that revolved around three themes:

(1) Be responsible.

(2) If you put you child first, you will feel good about yourself.

(3) If you don't put your child first, you will feel bad about yourself.

Parents have choices! They can do it or not. The important thing is to do the best you can.

WHEREAS to promote this campaign the Council created five subcommittees/working groups of the Publicity Committee:

Media Advocacy
Community Coalitions
California Entertainment Media Measurement of Success
Internal Advocacy; and

WHEREAS much progress has been made in the previous year, the lack of paid staff has made it difficult to proceed with this initiative; and

WHEREAS the National Child Support Enforcement Association has expressed a willingness to be partners in this effort and has raised money through the sale of "Children First" items to support the Council's initiative; and

WHEREAS the National Child Support Enforcement Association has paid staff and a permanent office from which to conduct activities,

Therefore, be it

RESOLVED that the National Council of State Child Support Enforcement Administrators (NCSCSEA) and the National Child Support Enforcement Association (NCSEA) form a coalition to continue with the "Put Children First" campaign.

RESOLVED that the President negotiate an agreement with NCSZA to have the President of NCSCSEA serve as a voting member of the NCSEA Public Relations/Media Committee.

RESOLVED that the NCSCSEA Publicity Committee meet with the NCSEA Public Relations/Media Committee and adopt a plan for "Put Children First" and a plan on how to spend the "Children First" monies. This plan must be ratified by both boards.
