I am writing in response to the solicitation for comments on the proposed schedule UDC "Itemized Undistributed Collections" for the OCSE 34A Quarterly Report of Collections. Thank you for providing the opportunity for the National Council of Child Support Directors (NCCSD) to comment on this important report. I am pleased to share the recommendation of NCCSD regarding the schedule of undistributed collections. NCCSD is committed to ensuring that families receive collections in a timely manner, and the tracking mechanisms provided will assist in providing a focus on this critical issue. NCCSD concurs that there is a need to age UDC as aging can used as a management tool to ensure that sufficient attention is paid to UDC.
NCCSD proposes two revisions to the schedule and a recommended effective date:
* Revise line 14 Collections Remaining Undistributed Up to 2 Days of Receipt to concur with language on line 2 Collections Received Within The Past Two Business Days by ensuring that both reference "two business days".
* Consolidate lines 20 and 21 into a new line 20: Collections remaining undistributed more than 5 years
* Schedule should be effective 10-01-04 to allow states sufficient time for automated system programming, especially to identify the specific categories and age of the UDC receipts.
