The National Council of Child Support Directors’ (NCCSD) workgroup on Data Reliability and Incentives has been reviewing several issues regarding the DRA and Penalty provisions related to the federal incentive payment system. Our objective in this review is to make recommendations to improve the DRA process for both the State and Federal CSE programs, and to correct some of the inequity in the current penalty provisions.
NCCSD has also discussed a number of other issues related to the current provisions of the incentive formula, the DRA process, and penalties. The attached recommendations are those for which there is consensus by our members that we have a realistic expectation to work together with Federal OCSE to change in the near future.
We would like discuss these recommendations with you and your staff at your earliest convenience. NCCSD would like to work together with OCSE to see these recommendations implemented as soon as is feasibly possible.
The NCCSD work group has not yet begun to review the more difficult and complex issue of the incentive formula, and potential revisions to ensure equity and fairness for all states. This review should be commenced by this fall, and, as you and I have previously discussed, we will ask Lily Matheson, or others of your staff that you recommend, to dialogue with us as we move forward.
